What happens to a submission

Every engine run (twice daily) reviews the queue. If the link is a story we missed, the engine checks whether it clears the same coverage thresholds as everything else — nothing auto-publishes, and submissions get no shortcut past the editorial ruleset. If it's from an outlet we don't track, the outlet becomes a registry candidate: we test its feed, assess its bucket against independent public ratings, and hand-code its ownership before it joins the source list. If it's a claim or rumor, we check it against what outlets across the spectrum are actually reporting — and if it's moving faster than corroboration, that's exactly what our rumor-zone flag exists for. We can't reply individually, but submissions that change an edition are how this engine gets better.
